The experience of Zhytomyr, Nizhyn, and Kalush is particularly important for further scaling: these are communities of different sizes and structures, meaning the developed approaches can be evaluated in diverse conditions.

The core idea is to move away from the chaotic implementation of isolated infrastructure and energy-efficiency projects toward a systematic approach that guides the community from an identified need to a ready-to-fund investment solution.
