OKKO Moves Into Wind with Two Volyn Projects Worth Half a Billion Euros

OKKO Group, which operates a network of nearly 400 fuel stations, is building two wind farms in the Volyn region with a combined budget of €500 million. The first, rated at 147 MW, is expected to be completed by the end of this year or in the first quarter of 2027; work on a neighbouring facility rated at 190 MW has already started on an adjacent site.

Speaking at the Kyiv International Economic Forum, OKKO Group CEO Vasyl Danylyak put the cost of the smaller project at roughly €200 million and the larger one at approximately €300 million. He also linked the war to a broader shift toward decentralised generation: large installations have proved vulnerable to wartime attacks, and that reality is reshaping how energy infrastructure is being planned in Ukraine.

Each project is financed through a separate international credit line. In April 2025, a consortium comprising the EBRD, the International Finance Corporation and the Black Sea Trade and Development Bank provided a €157 million loan for the 147 MW wind farm. For the second site, the EBRD board approved up to €50 million in June 2026 as part of a wider debt package, according to Open4Business. EBRD project documentation refers to that facility’s capacity as 189 MW — one megawatt below the figure cited by company management.
