US Clean Energy Announcements Fall $8.2 Billion Short of Cancellations
New clean energy investment declarations in the United States fell $8.2 billion short of cancellations in 2025, according to business group E2’s Clean Economy Works tracker. Projects cancelled, frozen or scaled back since early 2025 are valued at $86.6 billion — more than the $78.4 billion in newly declared plans.

The breakdown by segment tells contrasting stories. Generation and industrial storage remain in positive territory: 16 projects totalling $5 billion and 3.2 gigawatts were announced, against four cancellations worth $641 million. The manufacturing segment shows a sharper imbalance and a striking concentration: of the $10.6 billion announced, $9.9 billion comes from a single proposed Tesla factory in Texas, where public documents point to plans for vertically integrated production covering ingots, wafers, cells and modules. The remaining eight manufacturing announcements together amount to only $711 million.
E2 has previously linked the rise in cancellations to uncertainty surrounding tax credits, though the current totals do not explain why any individual project was withdrawn. Analysts also flag a key caveat: the tracker records shifts in publicly announced plans, not actual capital deployed — and the cancellation wave is making forward planning increasingly difficult for developers and equipment suppliers alike.
